Pension Benefits Health Care Administrator/Second Deputy – Controller’s Office
This position is responsible for the overall administration of the pension, health care benefits, and clerical staff. Qualifications: Completion of a Bachelor’s Degree program at an accredited college or university with major course work in public administration, accounting or related fields. Or five (5) years of progressively responsible experience in public administration, preferably in a governmental supervisory position. Or, any equivalent combination of related training and experience. Requirements: Must possess Public Pension Certified Professional Certificate or have the ability to obtain the certificate within twelve months of hiring. Knowledge of the laws and regulations pertaining to Counties of the Fourth Class. Knowledge of the functions, procedures and governing laws and regulations of the Retirement Board and Pension Benefits. Knowledge of the laws and regulations governing County fiscal operations. Knowledge of the principles and practices of effective supervision. Knowledge of the laws and regulations pertaining to intergovernmental grants in aid. Considerable knowledge of general office practices and procedures. Knowledge of accounting and auditing principles and procedures and their application to the County. Ability to analyze and interpret accounting data and reports. Ability to evaluate bookkeeping systems and develop sound bookkeeping methods and procedures. Ability to train and supervise a professional and clerical staff. Ability to prepare clear and comprehensive reports, both orally and in writing. Ability to establish and maintain effective working relationships with subordinates, associates and other governmental officials. Ability to present Retirement Seminars to active employee groups. Other Duties include but are not limited to: Directs the normal operations of the Controller’s Office on a daily basis. Coordinates work flow, office scheduling, employee relations and administrative goals in accordance with the direction and policy established by the County Controller. Confers with departmental directors on a regular basis, both within and outside of the office. Acts as liaison between the elected Controller and office departmental directors, employees, retirees and the public within the parameters established by the Controller. Assumes the responsibility of the elected Controller in his absence. Represents the Controller at departmental, inter-departmental or other meetings at his discretion. Process quotations and submit final calculations for County retirements, process retirement payroll, as well as the handle the administration of the heath care benefits to eligible retirees. Assists the Controller in his responsibilities as a member of the Salary, Retirement and Prison Boards. Starting rate of pay: in the low $40,000 based on experience. Detective – District Attorney’s Office
This position investigates criminal incidents, collects and analyzes evidence, locates and interviews witnesses, and otherwise develops and organizes information necessary for the filing of criminal charges, and preparation of cases for prosecution. The County Detective assists other agencies in investigating crimes throughout Cambria County. The County Detective works on caseloads and specific tasks assigned by the Chief County Detective and/or District Attorney. Qualifications: High School Diploma and four (4) years of experience as a police officer and/or criminal investigations OR any equivalent combination of experience and training. Must possess a valid Pennsylvania Motor Vehicle Operator’s license. Meet the requirements of the Police Training Law (Act 120, as amended) and remain certified under the act to function fully as a police officer in the Commonwealth of Pennsylvania. Must pass background and credit checks, and be in proper physical and psychological condition. Starting rate of pay: $22.05 per hour. Part Time Assistant Public Defender
This position requires being a graduate of an accredited college, law school, and admission to the Pennsylvania Bar Association. Prior experience in criminal law would be helpful and is preferred. Prison Correctional Officers
Seeking individuals to fill open Full-Time and Per Diem Corrections Officer Positions. Individuals must have, or be willing to complete, the mandatory training as required by the Pennsylvania regulations governing adult detention facilities. Full-Time starting rate of pay is $24.96/hour. Per-Diem starting rate of pay is $18.00/hour with increase to $20.00/hour upon completion of In-House Academy and an increase to $22.00/hour upon completion of 200 hours of work. Full-Time Sheriff Deputies
This position consists of various duties pertaining to both Police functions and the duties of the Sheriff’s Office. A Deputy Sheriff is responsible for transporting adult prisoners, juvenile offenders and other persons, within the County as well as out of the County and out of the State. Work is performed under the supervision of the Sheriff. High School Diploma or equivalent and one year of responsible experience in law enforcement are preferred. Cambria County Government is seeking qualified applicants for open positions in the Maintenance Department. Must have the ability to perform general custodial work; knowledge of methods and practices related to building, electrical, mechanical, and plumbing trades. GIS Technician – Tax Assessment Office
This position is responsible for the complex task of developing a wide variety of geospatial computerized maps and map layers of surface, subsurface, and air rights through the use of automated drafting equipment by interpreting source data, electronically drafting, or digitizing the information into the computer data base, adhering to pre-established Assessor and GIS mapping conventions. Qualifications: Successful completion of high school or college level course works in geometry, geography, computer-aided drafting, or GIS. One-year experience reviewing and processing land use, taxation, or other documents for identification and recording purposes utilizing computer aided drafting and geometry and three months of experience using AutoCAD and database software for preparation of maps, plans, or engineering drawings. Must have the ability to apply principles and practices of geometry. Must have the ability to understand and operate computer applications used to produce maps, such as but not limited to, ArcGis, MapInfo, and ESRI programs and products and knowledge of database structured query language (SQL). Must have knowledge of GIS (Geographic Information System) principles. Must have knowledge and skill in applying properties of maps, including distance scales and legends. Must have the ability to use source documents used to create maps. Must have the ability to input and access data using a personal computer, including spreadsheet, data base, and document programs. Must have the ability to read and interpret land maps and source documents. Must have the knowledge on how to apply and perform difficult mathematical calculations. Must have the ability to focus on continuing and meticulous attention to detail. Starting rate of pay: $14.97 per hour. Tax Appraiser – Tax Assessment Office
This position is technical work involving the appraising and assessing of all residential, commercial, and industrial properties as the basis for establishing assessed value for real estate taxing purposes. Qualifications: High School Diploma with a good discipline in math. Knowledge of building construction and materials would be a plus, however, the candidate will be trained for this position. Traveling to various properties in the county is a requirement of the position. * Within three (3) years from the date an individual is hired as a Tax Appraiser, he/she must obtain a Pennsylvania Evaluator Certification (CPE), as required by the State of Pennsylvania. * The County will pay for the initial CPE testing process. If the employee fails to receive a passing score, the additional costs to re-test are the responsibility of the employee. The cost of State mandated continuing education shall be assumed by the County. Other duties include but are not limited to: Inspects, measures, and verifies all additions to commercial, industrial, and residential real property. Update property record cards as a result of change of ownership due to conveyances, improvements to property and new construction. Computes the value of real property by means of assessment formulas and determines depreciation schedules. Explains contested valuations and provides information to property owners. Assists public in locating property lines and tracing deeds as necessary using available Assessment Office data. Assists with all other office duties (i.e. counter work and answering of the phone, etc.) when scheduled to be in the office. Starting rate of pay: $14.57 per hour plus an addition $1.45 with an active CPE license. Benefits include Paid holidays, Paid time off, Retirement plan, and Medical/dental/vision coverage.
