It is the mission of the Human Resources Department to provide personnel resources and continuously seek to improve upon the systems that support County employees and administrators with the essential functions necessary to fulfill their employment-related needs and objectives.

Services Provided
  • Administers employment-related directives from the County Board of Commissioners
  • Negotiates and administers all collective bargaining agreements between the County and its employees
  • Monitors and refers individuals to Employee Assistance Program resources
  • Administers all employee payroll and benefits
  • Conducts periodic labor/management meetings
  • Sourcing, screening, interviewing, hiring and disciplining employees of the County
  • Ensures compliance with all legal regulations and standards
  • Provides support for County agencies and departments
  • Facilitates County wide attendance program
  • Develops, implements and evaluates policies, procedures, job descriptions and compensations relating to County positions
  • Manages Civil Service policies and procedures

Department Clerk I – Cambria County District Attorney’s Office (Full Time – 35 hours per week)

The Department Clerk I position in the District Attorney’s Office is responsible clerical work of routine specialized departmental duties. These tasks require independent judgement, actions, and a moderate amount of responsibility. Tasks include, but are not limited to, assisting attorneys, preparing criminal files and various documents for criminal court, answering telephone calls/emails, working closely with court officials and members of the public, assisting in criminal trial preparations, and general filing. The employee must possess general computer skills and have a basic knowledge of general software programs such as Microsoft Office. The employee must also conduct themselves in a professional and courteous manner at all times. Reports directly to the Office Manager under the supervision of the District Attorney. A qualified candidate must possess a high school diploma or equivalent and twelve (12) months of experience in clerical work or an equivalent combination of acceptable training and work experience. Prior experience working in the legal field is preferred, but not required. This position includes Paid Time Off, Healthcare/Dental/Vision coverage, Retirement, and is classified as an approved public service position under the Student Loan Forgiveness Program after completing ten (10) years of service. Booking Center/Records Clerk

Cambria County Prison, Ebensburg, PA, is seeking qualified applicants for the Booking Center/Records Clerk position at the Prison. This position is responsible for all secretarial duties for the Cambria County Prison’s records department and Cambria County Central Booking Center. Full-time starting rate of pay is $12.65/hr. Maintenance Technician (Prison)

Cambria County Prison, Ebensburg, PA, is seeking individuals to fill an open Maintenance Technician position. Must have knowledge of/experience in the methods and practices related to the building, electrical, mechanical, HVAC, and plumbing trades. High school diploma or equivalency is required, however, a certification in at least one trade is preferred. Must have the ability and knowledge to perform general maintenance, custodial, and lawn work.  Must be willing to complete mandatory training related to prison operations and security.  Must be willing to work with, and supervise, inmate work crews. Must be able to pass a criminal background check, drug screen, and pre-employment physical.  Full-Time starting rate of pay is $ 18.00/hr. Full-Time benefits include eleven paid holidays off, PTO time, Healthcare/Dental/Vision coverage, and retirement. Schedule is Monday through Friday, daylight hours. Overtime is available. Part-Time Assistant District Attorney 

The Assistant District Attorney position is professional legal work assisting and directly reporting to the District Attorney.  All tasks require independent judgment and actions based on County, State and Federal laws. This position deals with all aspects of criminal law, and the employee will attend and conduct preliminary hearings, handle all pre-trial matters (motions, discovery, approval of search warrants, etc.), and present cases in Court (pleas, non-jury and jury trials). Decisions that are made are limited by established policy and are subject to approval by the District Attorney. Qualifications: Graduate of an accredited college, law school, and admission to the Pennsylvania Bar Association and one year of experience in criminal law. Must maintain minimum continuing legal education requirements of the Pennsylvania Supreme Court, and remain a licensed attorney in good standing. Tax Claim Office – Account Clerk I/Float 

The responsibilities for this position include, but are not limited to, complex clerical tasks requiring some independent judgement in the application of rules, regulations and procedures, computer entry, document prep and account balancing.  Decisions made are limited by established precedent and departmental routines.  Additionally, the position includes performing general clerical functions in other AFSCME Offices, when required.  General directions are received from the department Director and Head Clerk and work is reviewed in terms of adequacy of performance. Starting salary: $9.91/hr. Title Abstractor I/Account Clerk I 

This position will be responsible for title searches as well as specialized and advanced clerical work involving the maintenance and processing of property tax records and free and clear tax sales. Applicants with a High School Diploma or equivalent, a minimum of two years of experience in all phases of real estate title searches along with some work in the real estate field with practical knowledge of office procedures, or any equivalent combination of acceptable training and work experience in the above areas will be considered.  General directions are received from the Department Director and Supervisor and work is reviewed in terms of adequacy of performance. This position requires being a graduate of an accredited college, law school, and admission to the Pennsylvania Bar Association. Prior experience in criminal law would be helpful and is preferred. Responsibilities include but are not limited to: attending preliminary hearings at district justice offices, interview clients and witnesses to ascertain the facts of the case, gather evidence to formulate defense, etc. Full-Time starting salary starts at $51,639.14/year. The Custodian worker is responsible for the custodial care and security of all County buildings and surrounding grounds.  High school diploma or equivalency is required. Must be able to communicate effectively in person and over the phone. Must represent the department in a courteous and professional manner when dealing with the general public, elected officials, department heads and other co-workers. Must have knowledge in the operation, care and general repair of janitorial equipment. Must demonstrate physical strength in performing the custodial and security work. Duman Lake Summer Workers

The Summer Worker is responsible for general maintenance duties, assisting with construction projects, cleaning the parks grounds and buildings, operating commercial mowers, small landscape related equipment and special functions. Must have the capacity to work both independently and in a team environment.  Ability to adapt to the daily challenges associated with a busy work environment and variety of weather conditions.  Capable of lifting equipment, tables and variety of heavy objects and must be able to work flexible hours including overtime and weekends. Full-Time & Per-Diem Corrections Officer – Prison

Cambria County Prison, Ebensburg, PA, is seeking individuals to fill open Full-Time & Per-Diem Corrections Officer Positions. Individuals must have, or be willing to complete the mandatory training as required by the Pennsylvania regulations governing adult detention facilities. Full-Time starting rate of pay is $20.95/hr. Per-Diem starting rate of pay is $14/hr. Pay increases based upon the union’s employment contract. Cambria County Technology Dept. is seeking a self-disciplined and highly motivated individual for the position of IS Specialist to provide entry level support to county employees. Duties will include: Responding to phone calls, emails and tickets. Provide technical support to end-users for hardware and software issues. Hardware setup, deployment and replacement. Full-Time starting salary starts at $28,914.30. Job requires the ability to lift up to 50 pounds, have reliable transportation and will be needed to travel to all county buildings, mostly located in Ebensburg & Johnstown, PA.
