It is the mission of the Human Resources Department to provide personnel resources and continuously seek to improve upon the systems that support County employees and administrators with the essential functions necessary to fulfill their employment-related needs and objectives.

Services Provided
  • Administers employment-related directives from the County Board of Commissioners
  • Negotiates and administers all collective bargaining agreements between the County and its employees
  • Monitors and refers individuals to Employee Assistance Program resources
  • Administers all employee payroll and benefits
  • Conducts periodic labor/management meetings
  • Sourcing, screening, interviewing, hiring and disciplining employees of the County
  • Ensures compliance with all legal regulations and standards
  • Provides support for County agencies and departments
  • Facilitates County wide attendance program
  • Develops, implements and evaluates policies, procedures, job descriptions and compensations relating to County positions
  • Manages Civil Service policies and procedures

Accounts Payable Coordinator

The Accounts Payable Coordinator in the Controller’s Office is specialized and advanced clerical work involving the processing and maintaining of financial records related to Accounts Payable. Individual is responsible for the all aspects of recording financial transactions related to Accounts Payable. Individual must be articulate and able to communicate effectively in a positive manner via the phone, internet, and/or in person with various levels of personnel and the general public.  Experience in an Accounts Payable function preferred.  Proficiency with Microsoft Word and Excel required.  This position offers a competitive salary and excellent benefits, including a pension plan. Assistant Chief Assessor Field Operator

This position will be responsible for managerial and technical work involving the appraising and assessing of all types of property for ad valorem tax purposes on a County-wide basis. An employee in this class supervises and reviews the work of the County Appraisers. Emphasis of the work is on equitable assessment of real property and efficient utilization of staff. Work is performed in accordance with the Commonwealth statutes and requires contact with the public, work associates, and others. Applicant should have a High School diploma or equivalent, supplemented by specialized courses in real estate appraisal. In addition to high school diploma, an individual must have considerable experience in real estate appraising and assessment or any equivalent combination of acceptable education, training, and experience. Applicant must have a current CPE license. Employees must provide their own transportation as traveling to various properties in the County is a requirement of the position. This position reports directly to the Director of Tax Assessment, Chief Assessor. This position offers a competitive salary and excellent benefits, including a pension plan. Title Abstractor I / Account Clerk I

This position will be responsible for title searches as well as specialized and advanced clerical work involving the maintenance and processing of property tax records and free and clear tax sales. Applicants with a High School Diploma or equivalent, a minimum of two years of experience in all phases of real estate title searches along with some work in the real estate field with practical knowledge of office procedures, or any equivalent combination of acceptable training and work experience in the above areas will be considered.  General directions are received from the Department Director and Supervisor and work is reviewed in terms of adequacy of performance. This position offers a competitive salary, excellent benefits, including a pension plan. Tax Assessor

The County of Cambria is seeking applicants for an Ad Valorem Tax Assessor. The position involves the assessing of properties within the county. Candidates must have a High School Diploma, minimum of five courses in real estate or equivalent fields, or Associate Degree in related field or a Bachelor’s Degree or have a background in building construction and components. Competitive wage and excellent benefits. Full-Time Corrections Officer – Prison

Cambria County Prison, Ebensburg, PA, is seeking individuals to fill open full-time Corrections Officer Positions. Individuals must have, or be willing to complete the mandatory training as required by the Pennsylvania regulations governing adult detention facilities. Starting rate of pay is $20.40/hr. with pay increases based upon the union’s employment contract. Benefits include sick time, holiday pay, shift differential, personal days, vacation days, Healthcare/Dental/Vision coverage, and retirement. Overtime is available. Candidates engage in receiving emergency and non-emergency calls, dispatching personnel and equipment, and providing pre-arrival instructions to callers. Must exercise the ability to think, comprehend, interpret and analyze the root of existing and ever changing situations making appropriate recommendations when receiving emergency or non-emergency calls. Clerk Typist – Accepting applications for all clerical positions

Candidates work independently performing a variety of advanced and general clerical tasks, which requires independent judgement and actions. Responsibility for the overall clerical functions of the office. High School Diploma or equivalent is required. Prior clerical experience is preferred.

Director of Veterans’ Affairs

Cambria County is seeking a qualified applicant for this position.  Responsible for advising, assisting, and counseling Veterans and their families regarding applying and obtaining Veterans’ benefits. Must establish military/claims data files on Veterans, complete all applicable forms and claims, and transmit records to the Bureau of Veterans’ Affairs. Must have ability to establish and maintain professional working relationships with public officials, organizations, the general public and staff. Acts as a liaison between the Commissioners and the Veteran population. Responsible for departments’ annual budget preparation. Must have a valid driver’s license and willing to travel, including mandatory annual training. A minimum of a high school diploma; college degree preferred. Excellent benefit package offered including a defined pension program. Starting salary low 30s. Preference will be given to Veterans.
